CapData.scatter_filters()

Overlay of power-vs-irradiance scatters attributing removed intervals.

One layer per filter step that removed intervals is added first, then the retained layer (rows surviving all filters) is appended last so it renders on top — together a clean partition of the data. Zero-removal steps (e.g. RepCond) are skipped; see get_summary/describe_filters for the full step list.
